Armenia and Council of Europe discuss the progress of co-operation and highlight the milestones for the next Action Plan

Armenian authorities and the Council of Europe took stock of progress under the current Action Plan while setting the course for the next phase of co-operation for 2027-2030.

Addressing the Steering Committee, Robert Abisoghomonyan, Deputy Minister of Foreign Affairs underlined the importance of continuing effective co-operation and steering reform efforts jointly with the Council of Europe.

Claus Neukirch, Director of Programme Co-ordination of the Council of Europe, welcomed the tangible progress made so far and the strong partnership driving these results. He commended the Armenian authorities for their excellent co-operation with the Council of Europe and their strong commitment and active involvement in the implementation of the current AP 2023-2026.

Officially launched in February 2023, the current Council of Europe Action Plan is a cornerstone initiative designed to align Armenia’s laws, institutions, and practices more closely with European standards. Its strategic importance was reaffirmed by Secretary General Alain Berset during his visit to Armenia in June 2025.

Within the framework of the current Action Plan, Armenian institutions—supported by the Council of Europe—are driving forward reforms to reinforce human rights protections, promote social justice, and safeguard children’s rights, alongside efforts to address violence against women. The Action Plan also focuses on improving access to justice and strengthening judicial systems, upholding media freedom, preventing and combating corruption and cybercrime, fighting discrimination, enhancing healthcare in prisons and probation services, and fostering effective local governance and accountable institutions.

Building upon these accomplishments, the meeting initiated discussions to prepare the next Action Plan for Armenia 2027–2030. The forthcoming plan will focus on consolidating reforms in human rights protection, justice, and democratic governance, while tackling new challenges and ensuring the long-term sustainability of ongoing initiatives.

As part of the EU and Council of Europe Joint Programme “Partnership for Good Governance” the local Steering Committee was held on the same day. Over the past three years, collaborative efforts with Armenian partners have resulted in more efficient and transparent court procedures, improved access to justice – especially for women – and greater public confidence in institutions. Enhanced mechanisms have bolstered the fight against corruption and economic crime, while targeted measures to address discrimination and hate speech have fostered more inclusive communities, supported by responsible media practices and strengthened assistance for victims. These achievements illustrate how ongoing cooperation between Armenian authorities, the European Union, and the Council of Europe is delivering tangible and lasting benefits for people throughout the country.
