Allocations provided for in 2024 state budget draft in field of urban development debated at joint sitting of Committees

According to the 2024 state budget draft, the amounts regarding the main 5 targets of the sector were approved, according to which the state budget is 5 billion 102 million AMD, out of which 292 million AMD is intended for the development of normative and technical documents. With these funds, 25 urban development norms will be developed. The Chairman of the Urban Development Committee Armen Ghularyan informed this at the joint sitting of the Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs held on October 31, during the debate of the draft law on the RA State Budget for 2024.

The Committee Chairman informed that 240 million AMD is planned for urban planning spatial planning documents under the next program, within the framework of which it is designed to finance the process of obtaining spatial planning documents of Lori and Kotayk regions for 63 settlements of Lori region and 69 settlements of Kotayk region.

2 billion AMD has been allocated to ensure the implementation of state projects in the field of urban development, with which it is planned to start the construction works of Ashotaberd district of Stepanavan community of Lori region, for which the tender process for construction works is currently underway. The same is planned for Ashotsk as well. According to Armen Ghularyan, 75 million AMD is planned for the accessibility of buildings and constructions and the passport programme.

1 billion 400 million AMD has been designed for the project of freeing the plots of settlements in the disaster areas from non-main buildings and restoring the urban environment. The project is planned to be completed by 2027.

687 million 399 thousand AMD is planned for the statutory activities of the Urban Planning Committee, and 7.6 million AMD for the capacity development.

The deputy David Arushanyan inquired what is planned for 2024 to get the citizens out from temporary shelters and what changes there are in that direction.

“1 billion 400 million AMD should be used to solve the issue of certificates for the purchase of apartments for 186 families, as well as the problems of families living in one-room apartments and on a rental basis. In 2025, 2.5 billion AMD is planned, in 2026 – 2.1 billion, that is, by 2027, it is planned to complete the problems of 1089 families,” Armen Ghularyan said.

According to him, the Urban Development Committee together with the Government is developing relevant decisions and studies concerning the emergency buildings, the final calculation of which will be announced in the near future.
