The Government approves a separate procedure for realizing the right to pension of people forcibly displaced from Nagorno-Karabakh 30.11.2023

A regular Cabinet meeting took place today, chaired by Prime Minister Nikol Pashinyan.

In order to implement the powers conferred by the law “On Amendments and Additions to the Law “On State Pensions”, the Government adopted a decision to approve the procedures for the right to pension of persons forcibly displaced from Nagorno-Karabakh.

As noted by the Deputy Minister of Labor and Social Affairs, Davit Khachatryan, the specifics of the procedure for assigning, recalculating, changing the type of pension, paying and managing a pension for a person with a refugee status will be defined in a separate procedure. It has been established that a person recognized as a refugee, taken under temporary protection by the relevant decision of the Government, whose pension file is available in the Nagorno-Karabakh Pension Database, can submit an online application for the appointment of a pension by law until June 1, 2024. There will be no need to attach any application documents.

The Government’s decisions also defined the specifics of the procedure for paying maternity benefits to persons forcibly displaced from Nagorno-Karabakh, and clarified the relations related to the appointment and payment of one-time birth allowance and care allowance for persons recognized as refugees.

 

The Government has established a certain way of securing customs duty and tax obligations for vehicles for personal use temporarily imported into Armenia. As the First Deputy Chairman of the SRC Artyom Smbatyan noted, the state will provide support in terms of customs clearance for the free circulation of light passenger cars temporarily imported by individuals from non-EAEU states. According to the deputy chairman of SRC, with the program, the state will provide compensation for customs clearance to all those citizens who by December 4, 2023, inclusive, imported a light passenger car from 3rd countries for temporary import and from December 5 to December 30, inclusive, they will carry out the customs clearance of these cars.

“The compensation will be carried out in the following amounts. 40 percent of the amount to be paid for cars with a release date of up to 5 years will be compensated, that is, the citizen will pay 60 percent of the customs clearance amount, and the state will compensate the remaining 40 percent. The amount of compensation for cars manufactured more than 5 years ago will be 70 percent of the total amount, that is, the citizen will pay only 30 percent of the calculated customs duty and value added tax, and the state will compensate the remaining 70 percent,” said Artyom Smbatyan.

The Government allocated 5 billion 712 million AMD for a number of subsidy programs approved and implemented in 2021, 2022, 2023. As noted by Minister of Territorial Administration and Infrastructure Gnel Sanosyan, the allocations refer to 82 subsidy programs of 37 communities in 10 regions, 54 of which are programs approved and implemented in 2023. The monetary distribution to regions is as follows: Aragatsotn region: 177 million AMD, Ararat region: 888 million AMD, Armavir region: 903 million AMD, Gegharkunik region: 1 billion 249 million AMD, Lori region: 363 million AMD, Kotayk region: 928 million AMD, Shirak region: 196 million AMD, Syunik region – 586 million AMD, Vayots Dzor region – 186 million AMD, Tavush region – 233 million AMD. Gnel Sanosyan noted that this year, the Government allocated money for 426 projects in total. “If we count today’s amount as well, we are allocating 27 billion 530 million AMD. If we add the share of the communities, it will be 45.2 billion AMD. According to the budget plan, it was less – 22 billion AMD. The actual works are more, we are already paying 27.5 billion, but we still have applications.”

Reacting, Nikol Pashinyan noted: “In other words, according to the results of this year, investments of 120-130 million USD will be implemented in the regions, which are mainly capital projects.”

The Prime Minister presented the subsidy programs being implemented by the decision.
