Davit Babayan is an Armenian politician, political analyst, and Doctor of History. He served as the Minister of Foreign Affairs of Artsakh/Nagorno-Karabakh from 2021 to 2023. Born on April 5, 1973, in Stepanakert, he is the founding president of the Conservative Party of Artsakh. He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary and has been active in academia as well.

On September 28, 2023, Davit Babayan announced that he had decided to travel from Stepanakert to Shushi to present himself to the Azerbaijani side. He stated that he was on Azerbaijan’s “blacklist” and that Azerbaijani authorities had demanded his arrival in Baku for questioning.
“I know this decision will cause great pain and concern for my family, but I am sure they will understand. Not appearing—or worse, fleeing—would cause serious harm to our people. As an honest man, a worker, a patriot, and a Christian, I cannot allow that,” he wrote on Facebook.
Babayan was subsequently unlawfully arrested by Azerbaijani forces and taken to Baku. He remains in preventive detention and is being tried in the Baku Military Court together with 14 other Armenians, facing dozens of charges under Azerbaijan’s Criminal Code, including genocide, mercenarism, and terrorism.

At the hearing on February 27, 2025, Babayan declared that he was not guilty of the accusations, emphasizing that he had never spread hatred and could not have committed the acts described. At the September 5, 2025 hearing, Babayan reportedly asked for the opportunity to comment on the testimony he had provided during the preliminary investigation. The court stated that he would be able to do so at the next session, but no such comments have been publicly available in open sources.

On November 13, 2025, the prosecution requested that Davit Babayan be sentenced to life imprisonment.
