Prime Minister Nikol Pashinyan’s message on the occasion of the Constitution Day of the Republic of Armenia

Dear people, dear citizens of the Republic of Armenia,

Today, on July 5, we mark Constitution Day. The key importance of the Constitution is not only the establishment of legal order, constitutional order in the country, but also the provision of the organic connection of that order with the founder of the state, the sovereign, that is, the people.

The Constitution establishes the rules for people to live in the country, and it is essential who and how established these rules. They must be established by the will of the people, by the free expression of the will of the people, and this is an important prerequisite for the stability and development of the state. This condition has been largely violated since our independence, and the people of the Republic of Armenia do not have the feeling that the legal order established in the country stems from them.

The lack of an organic connection between the legal system and the people is also the reason why the Republic of Armenia has not been perceived as an instrument for ensuring the security, freedom, and well-being of its citizens for a long time, and with the policies adopted since 2024, the Government and the ruling majority are busy filling this gap, a policy that is yielding its visible results, while it received the people’s vote of confidence in the regular 2026 parliamentary elections.

Dear people, dear citizens of the Republic of Armenia,

The Constitution should be an expression of the people’s ownership of the state and power, this should be expressed not only in the text, but also in its origin and reality. Since the People’s, non-violent, velvet revolution of 2018, the people have been the owners of the state and power, and this fact was reaffirmed in the regular parliamentary elections of 2026. This means that the constitutional spirit in the Republic of Armenia is strong and steadfast, while the sovereign, that is the people, are unshakable in their aspirations to build a free and happy state.

I congratulate all of us on this occasion and on Constitution Day.

Glory to the martyrs and long live the Republic of Armenia.
