Today, during the interview in the Parliament, asked if they had discussed the issue of passing extraordinary parliamentary elections, inasmuch as opinions were in place stating they were against the extraordinary elections, MP from the Republican Party of Armenia, Khosrov Harutyunyan replied: “First and foremost, I think that such discussions did not evolve in the faction. At the moment, it is early to speak about extraordinary elections at all. As a rule, a necessity of extraordinary elections comes forth when the ratio of real powers essentially differs from that of the ratio of the powers within the Parliament express. Today we have that situation, the small parliamentary faction has more public support than it had in reality, however, as a rule, extraordinary parliamentary elections are held when the ratio of powers stabilizes. It is not that today’s ratio will remain the same tomorrow or the day after tomorrow, it is very possible for shifts to happen. Consequently, a while later, when the passion extinguishes, when the ratio of real powers is formed – influence, public support, then a real opportunity will be in place to speak about the elections – extraordinary or regular. It is early to speak about it at the moment.”
He brought up an example from the situation evolved in 2013, when the “Heritage” party was the second one in the presidential elections and gathered 540.000 votes, and what happened next? “It seemed it was one of the most influential political forces which could become a real competitor to the Republican Party of Armenia, but we witnessed that two months later it hardly gathered the sufficient number of votes to pass Yerevan City Council elections. Therefore, parliamentary elections – extraordinary or other, can take place if there is a ratio of powers, more or less a stable situation, in reality.”
