“The second president probably meant that the Armenian authorities have washed their hands of Artsakh, and the Artsakh authorities have nothing else to do,” Artur Mosiyan, a deputy of the ARF faction of the Artsakh parliament, said in a conversation with Aravot.am on response to the question about what impressions does he have from his contacts with the representatives of the circles and the deputies of the ruling faction of the Armenian Parliament. Have they accepted to continue the negotiations on the future of Artsakh in the Baku-Stepanakert, and to some extent, also the Moscow format? The other day at a press conference, speaking about the negotiation process of the Artsakh issue, the second president of the Republic of Armenia, Robert Kocharyan, said, “If this continues, the future negotiation process will be in the following format: Baku-Stepanakert and, to some extent, Moscow. The impression is also that the Karabakh government has somehow accepted this situation.”
Aravot.am tried to get comments on this issue from various deputies of the ruling faction of the Armenian Parliament, but they did not respond to our phone calls. Robert Kocharyan also said that the key to the future of Artsakh is in the hands of the people of Artsakh. The deputy of the opposition faction of the Artsakh parliament definitely shares the opinion of the second president. Our interlocutor answered the question: are there any moods to take responsibility in the political circles of Artsakh?
“Definitely, there are. And if the authorities of Armenia do not strictly abide by the decision of the Central Government of Armenia in 1992, by which they are committed to advance Artsakh’s case in international courts before Artsakh becomes a subject, that is already their problem.” And the point of view of Levon Ter-Petrossian, the first president of Armenia, that Nikol Pashinyan has no alternative, the Artsakh issue has already been resolved and there is no alternative to the capitulation of Armenia, our interlocutor accepts unequivocally.
