“We Have Demanded Explanations From Baku and Budapest,” the US Ambassador Says

 Today Aghvan Hovsepyan, the Attorney General of the Republic of Armenia, and John Heffern, the US Ambassador to Armenia, signed a protocol on making the 14th amendment to

the letter-treaty on drug control and cooperation in the legal field. That amendment provides for $2.5m additional aid to Armenia to carry out a set of projects in the legal system.

After the letter-treaty was signed, the mass media asked the American Ambassador and the Attorney General only one question, which was about handing over Ramil Safarov who had hacked Armenian officer Gurgen Margaryan to Baku and Aliyev’s pardoning him. The US Ambassador to the Republic of Armenia said that the US administration had taken a tough stance expressing their deep concern, “I want to reassert that I am against any obstacle in the way of this fragile negotiation process.”

The US Ambassador also informed that they had demanded explanations from Baku and Budapest and a dialogue was under way.

Aghvan Hovsepyan, the Attorney General of the Republic of Armenia, said that Aliyev hadn’t pardoned Safarov, but had acquitted and made a hero of him. A. Hovsepyan continued, “I am sorry that there is a nation in the world, the representative of which can be pardoned only for hacking. No president of any country can pardon a person condemned by another country’s court.”

A. Hovsepyan referred to Article 521 of the Azerbaijani Criminal Code, according to which the one condemned in the given country could serve his term in their country only after the given country’s court had made a ruling, whereas Aliyev had granted an amnesty, by which the Azerbaijani president had violated his own legislation.

The Attorney General also informed that a former Hungarian Attorney General who had retired had apologized to the Armenian community.

According to the Attorney General, the incident perverted the national justice.
