“I could clearly see that he was making a long prologue to the question asked by Aram Abrahamyan, which means that he does not want to give a precise answer to the question”, – said the Director of the Institute for International and Security Affairs, Styopa Safaryan, in an interview with Aravot.am, referring to Serzh Sargsyan’s statements.
Note that Serzh Sargsyan convened a meeting with the representatives of broadcasters on December 2. During the meeting, in response to Aram Abrahamyan question, “Do I understand correctly that if the Constitution is amended, You will not take the office and refuse the posts of the President of Armenia, Prime Minister and the Speaker of the National Assembly. If the Constitution is not amended, then You theoretically accept that You can be a Speaker of the National Assembly and Prime Minister, and if so, if I understand You correctly, then why on one case You refuse from all the positions, and on the other case, You accepts that You may stay in those positions,” he said, “First, let me say that I am deeply convinced that this issue is of no interest today. Today, I think, the most important question is the constitutional reforms, and I promise all and you in person to answer all the questions in detail after the 2017 Parliamentary elections because this is the time to decide.
As for the citation, the second part is 100 percent truth. The first part is cited a bit incorrect. Why I am saying after 2017, because we can seriously speak about becoming Prime Minister or forming a government when you have the majority in the parliament. And if you not, the Constitution is amended or not, how you can work as a Prime Minister, how can you become a Prime Minister. There is no such possibility.”
Stepan Safaryan noted that if Serzh Sargsyan has always put the question with if, it turned out that it is a statement made in a particular situation and circumstances, which is not applicable in this situation. “It is undeniable that nothing constrains him if the Constitution is not amended, the current one stays, be nominated or be a prime minister or a Speaker of the National Assembly, therefore, this is no particular news on this matter.

The question is different that Serzh Sargsyan, especially in the case of amendments, does not speak about what he is going to do, he consider that he will talk about it after the 2017 elections. It seems there is, in fact, a logic in his words, I do not want to refute it. But we should also note that especially in the case of the amendments Serzh Sargsyan does not refute.” To our observation that Serzh Sargsyan responded to the other question, “I will not say never but I have not refuted my words, but basically, be it in everyday life or in the politics, I do not refute anything,”
Styopa Safaryan said that Serzh Sargsyan does not say it categorically, in other words, he hints on it that in some cases deviations occur. “Just the fact that during the campaign for constitutional reforms the reps of the political party: Margarit Yesayan, Davit Harutyunyan and others, say in different models, certainly, about his being in the politics, and no denial is followed, it means that he does not rule out. One of the No-Yes watershed problems is the issue of Serzh Sargsyan’s being in the politics or not. If it is not refuted in time, then it means that it absolutely makes no sense to speak of Serzh Sargsyan’ leaving the political arena,” he said.
