According to the Head of second President of Armenia Robert Kocharyan’s Office, Viktor Soghomonyan, Special Investigation Service Head Sasun Khachatryan’s assessments that by the 0038 order of the second President Robert Kocharyan the army was involved in the political processes of March 1, are contradictory and unconvincing.
“The Special Investigation Service needs to be able to prove unprovable. Why those who have involved the army in the process are not arrested? One of them is Ter-Petrossian”, Viktor Soghomonyan asked these questions during a press conference. According to him: “There is no evidence that the second President is guilty of 10 victims. Publish the facts if there are such. Everything is clear”.
In response to the remark that, according to the Special Investigation Service Head, some of the points of the 0038 order prove that the army was involved in the political processes, Viktor Soghomonyan said: “The army provided the internal security of Armenia. Levon Ter-Petrossian made an attempt to involve the army in the process. The main function of 0038 order was to keep the army away from internal political processes”.
According to Soghomonyan: “There is no evidence that the army clashed with the protesters. One of Robert Kocharyan’s defenders also noted that the order did not aim at involving the army. The order was made in February, and was proper for the situation of the day”.
Let us remind that, mass protests were held in Armenia, after presidential elections on 2008. The protests were organized by the supporters of the First President of Republic of Armenia Levon Ter-Petrossian. During the protest held on March 1, 2008, clashes broke out between police and protesters. President Robert Kocharyan declared a 20-day state of emergency.
