On July 13, on the initiative of the Government, the National Assembly convened an extraordinary session with the agenda set by the initiator. According to the NA decision, the second reading debate of a number of draft laws will take place within twenty-four hours after their adoption in the first reading.
The draft law on Making Addendum to the Law on the Structure and Activities of the Government was debated in the first reading, by which it is proposed to supplement Article 7 of the law with a new part with the following content, according to which the Prime Minister has the authority to form a Commission for the election of candidates nominated by the Republic of Armenia for the position of judge in international courts and to approve its working procedure, as well as to approve the list of documents necessary to take part in the election of candidates nominated by the Republic of Armenia for the position of judge in international courts, approve or reject the list of candidates made by the Commission as a result of the election.
According to the rapporteur, the tenure of a judge at the European Court is nine years, according to the Convention, and the tenure of a judge expires in September of next year, therefore, before the end of December of the current year, the RA should submit a list of three candidates to the Council of Europe, which will then already, according to the internal regulations and the Convention, must go through the next phases of the election.
The initiative was adopted in the first reading.
