At OSCE Autumn Meeting issues on the importance of prevention of corruption discussed

To reach success in combatting corruption the strengthening of democratic institutions, the elaboration of effective mechanism through comprehensive, sometimes, also “painful” reforms are of key importance. The Head of the OSCE Office for Democratic Institutions and Human Rights Konstantine Vardzelashvili said, giving a speech during the meeting on the theme Corruption as a Fundamental Danger to the World and security.

On November 19, the OSCE PA Autumn Meeting continued its work. The Vice-President of the Assembly at the OSCE PA Irene Charamlambides presided over the Meeting.

According to the Head of the OSCE Office for Democratic Institutions and Human Rights Konstantine Vardzelashvili, the societies rapidly get changed, and today we live in a world, where combatting corruption can and should become an important bilateral goal. The rapporteur noted that the cases of corruption in the institutions are characterized by the absence of public honesty, control and independent judicial system. Konstantine Vardzelashvili noticed that at the corruption is under discussion at the level of international organisations, but it rarely appears on the agenda of bilateral exchanges at high level.

The Commissioner of the RA Corruption Prevention Commission Mariam Galstyan touched upon the combatting corruption in Armenia and successes recorded in that issue. According to her, great successes were recorded in Armenia in combatting corruption. The combatting corruption has been institutionalized and a number of bodies work, who combat the most serious evil – corruption.

The Program Coordinator for the World Bank’s Integrity Vice Presidency Alexandra Habershon mentioned that the corruption disrupts the capacities of the institutions in terms of rendering main services, responding to shocks and security. Corruption also damages the trust of the public towards the institutions. According to her, combatting corruption should be on the basis of peace and reconstruction.

After the main speeches the OSCE PA delegates reflected upon the methods of combatting corruption in their countries and the registered successes, assessing the corruption as an evil to democracy, the state institutions and the development of humankind. Almost all the speakers mentioned that the corruption is dangerous which not only impedes the humankind in the economic terms, impoverished them, but today it is a threat to the world. According to some speakers, the corruption is the most serious evil, as the problems connected with security of the humankind, the conflicts emerge because of corruption.

According to the observation of most of the MPs giving speeches combatting corruption is not only revealing the crimes, it is more inclusive. It was noted that if we want the corruption cases to decrease, then it is necessary to put the emphasis on educating the people, making them aware and change their way of thinking, as a result, reaching the possibility that the corruption is intolerable. The deputies considered necessary to strengthen the democratic institutions in the OSCE member countries, to make reforms, as well as to unite the efforts of the international community in combatting corruption.
