Protection of Armenian Rights and Restoration of Historical Justice Cannot Be Subject to Political Manipulation or Delay. Artsakh Cultural Heritage Ombudsman

Dear compatriots,

Esteemed colleagues,

On the occasion of the 111th anniversary of the Armenian Genocide, we pay tribute to the memory of one and a half million innocent victims, reaffirming our unwavering demand for the recognition of historical truth and the restoration of justice.

More than a century later, it remains evident that the absence of proper legal and political accountability for the organizers and perpetrators of the genocide has created a dangerous precedent of impunity. Impunity not only undermines the foundations of international law, but in practice becomes a mechanism that encourages the recurrence of such crimes.

Recent developments in our region serve as a stark confirmation of this reality. The complete occupation of Artsakh and the forced displacement of the Armenians of Artsakh demonstrate that the inaction and selective response of the international community contribute to the continuation and deepening of genocidal actions. This reality requires clear acknowledgment: impunity serves as fertile ground for the formation and implementation of new genocidal policies.

It is highly condemnable that, to this day, effective mechanisms have not been ensured to prevent such crimes, to hold those responsible accountable, and to restore the rights of affected peoples. Statements by international bodies that are not accompanied by concrete actions cannot be considered adequate or proportionate responses.

Under these circumstances, it is imperative to:

demand clear legal assessment of the crimes committed,

consistently advance accountability processes,

and ensure the implementation of effective mechanisms for the protection of cultural heritage.

The protection of the rights of the Armenian people and the restoration of historical justice cannot be subject to political manipulation or delay. These are fundamental prerequisites for upholding international law and universal human values.

On this day of remembrance, we reaffirm our commitment to continue the struggle for justice, the rule of law, and the protection of national dignity.
