Should the Facebook platform be controlled or not?

November 21,2013 22:13

During the discussion “Social networks in modern societies, use and users”, in the conversation with Aravot.am assessing Facebook platform in Armenia, Tigran Kocharyan expressed his opinion that “the Facebook is an irresponsible platform,” and “the Ministry of Justice shall regulate the aspect, and it would be good if a few lawsuits were filed when a person is insulted via Facebook.” In the conversation with the experts of the field, Aravot.am tried to find out whether implementation of such regulation shall not contain some elements of censorship. Deputy Director of “Transparency International” anti-corruption center Sona Ayvazyan sees the potential danger of censorship in the Facebook platform regulation.

She conveyed the following, “The government should not regulate anything, it is created for social networks, it is not the business of the state to enter into it and make settings. After all, if a person is insulted, he can sue for it.” Chairman of Gyumri Journalists’ Club “Asparez” Levon Barseghyan said the following with this regards, “Any intervention could be considered censorship, depending on the quality of the intervention. If there is an Article of defamation and insult in the legislation of Armenia, it still does not mean that censorship is happening everywhere, it’s another matter that the penalty sanctions are heavy. So, it should be done in a way that the mass media is not destroyed. As for the regulation of the Facebook platform, those saying about regulatory mechanism, should more clearly formulate what do they mean by saying regulation. At that time, it could be said more clearly whether or not there is a restriction of freedom of expression.”
