During the history of newly independent Armenia and Artsakh, Armenia has never been an aggressor, the attacker was always the Azerbaijani side: the Head of With Honor Faction Hayk Mamijanyan said during the parliamentary briefings following the NA sittings on April 14.

Responding to the journalist’s question whether the part of Tegh village where the incident was registered was not under the control zone of the Russian peacekeepers, why they let the Azerbaijani side be deployed, Hayk Mamijanyan noted: “The mandate of the peacekeeping mission of the Russian Federation refers to the security of the Lachin Corridor and the Armenian population of Artsakh. I don’t understand why there was no repositioning of the RA Armed Forces or the Border Guard Service in this area.”

The deputy informed that no one is discussing or questioning that Azerbaijan implemented provocation, the problem is who was responsible for the negotiation process in Tegh village. Why didn’t they open fire when they saw a car coming from the Azerbaijani position towards the Armenian position?

Touching upon the issue of the EU observers, the Head of the Faction mentioned that since the establishment of that mission, the Azerbaijani side has violated the ceasefire regime 15 times, its record has not appeared in any document, and no policy has changed.

Regarding the topic of Russia’s large-scale arms sales to Azerbaijan, Hayk Mamijanyan stated that Armenia bought weaponry from Russia at factory prices in 2011-2018.

The Head of the Faction also noted that, according to his information, the CSTO aid package clearly included support for weaponry.
