“Vorotan HPP transaction is a successful transaction for us,” such opinion was expressed by Ishkhan Khachatryan, Rule of Law MP, today, referring to sale of the property of “Vorotan HPP Complex” CJSC to the American companies. Continuing, he said, “HPP has 40 years old history and it required financial investments. Investments of 70 million is required for modernization works, hence, a beneficial transaction was conducted for all of us.” Regarding the mentioned observations, diametrically opposite opinion was expressed by Vice-President of “Heritage” party, Armen Martirosyan. He noted that similar undertakings and industries, in general, are not subject to privatization, because “they are the objects that lay golden eggs”, and detailed, “Networks, tubes, energy-related networks, hydroelectric plants, these are such objects that can bring a quite great wealth to Armenia. As for the observations that the HPP needed investments, I think it groundless, because the state takes and appropriates multi-million loans, let it invest a portion of those funds onto the real enterprise modernization and renovation to avoid having such problem.” According to Armen Martirosyan, “we have taken some fifty millions, and we’re just wasting with budget kickbacks and grey economy.” Later, Vice-President of “Heritage” said, “Such areas, which are definitely guarantees, bring revenues to maintain the authorities, for plunder, and are donated to this-or-that state. Vorotan HPP produces electricity at the lowest prime cost; today, we are giving 38 drams from the air. Now, do you think what revenue we would have if the entire network were owned by Armenia? They are representatives of the authorities, and they should say that the yogurt is black, red, orange, and not white.”
