“Regarding landmines, the Hague Court has already expressed its opinion once that it has nothing to do with racism because any claim presented to the court must be based on racism,” to Aravot.am’s question, the second claim submitted by Azerbaijan to the International Court of Justice on the urgent issue of landmines with the request to take measures, is it possible for the court to consider it reasonable, answered Ara Ghazaryan, a specialist in international law, lawyer.
To remind, Azerbaijan appealed to the International Court of Justice to oblige Armenia to stop “mining of Azerbaijani territories” and to stop using Lachin road, “mines and to stop using the Lachin road “to transport mines to Karabakh.” This was reported to the Ministry of Foreign Affairs of Azerbaijan. The message stipulates explicitly: “In response to Armenia’s intentional violation of human rights against Azerbaijanis, the Azerbaijani side submitted a second complaint to the International Court of Justice to take urgent measures within the framework of the International Convention on the Elimination of All Forms of Racial Discrimination.”
Ara Ghazaryan reminded that during the presentation of the previous claim, Azerbaijan tried to present that the Armenians are laying mines there, and it is not for military purposes but for ethnic cleansing, but the court rejected it. Then he continued: “There is a high probability that this will be rejected, not to mention that it is complicated to find the factual basis that, let’s say, Armenians remove mines, take them from one place to another, put them near the Lachin road, or whatever. They have to present that it has something to do with racism. As far as I know, there will be hearings regarding RA on the issue of Lachin on January 30. Now it will be easier for us. The world has already accepted that Azerbaijan, not Russia, is blocking that road. If Azerbaijan cannot present a reasonable explanation, then the version by RA will be accepted, that the purpose of the Azerbaijani side is to depopulate Artsakh.”

We reminded that, in its second claim, Azerbaijan demands “to oblige Armenia to stop the mining of Azeri territories” and to stop using the Lachin road “to transport mines to Karabakh.” Ara Ghazaryan said on this occasion: “But it is necessary to show facts. Not only by saying. I think they won’t succeed because, you know, it’s not just once. It is a process over years. They must constantly show that these facts exist. Let’s assume that once we somehow managed to achieve success, but it is necessary to continuously show that such a phenomenon exists. It won’t work.”
