Rubio Visit Marks Major Expansion of U.S.-Armenia Strategic Partnership: Armenian Council of America

YEREVAN — U.S. Secretary of State Marco Rubio’s visit to Armenia on May 26 produced a series of significant bilateral agreements, marking what Armenian officials described as an “unprecedented phase” in U.S.-Armenia relations and advancing cooperation on regional connectivity, strategic partnership, and critical minerals.

Rubio arrived in Armenia on Tuesday for meetings with Armenian Foreign Minister Ararat Mirzoyan, followed by the signing of several bilateral documents in Yerevan. The visit culminated in the elevation of U.S.-Armenia relations through the signing of a Charter on Comprehensive and Strategic Partnership, which both sides framed as a new stage in bilateral engagement.

Following the signing ceremony, Mirzoyan said Armenia and the United States had entered a historically significant phase in their relationship, noting that cooperation had expanded across multiple areas, including artificial intelligence, semiconductors, nuclear energy, critical minerals, and regional infrastructure. According to Mirzoyan, the visit reflected both countries’ commitment to deepening strategic ties and advancing new economic opportunities for Armenia.

“Today’s visit by U.S. Secretary of State Marco Rubio and the signing of these bilateral accords mark a historic inflection point for Armenia and the broader South Caucasus, reinforcing Armenia’s emergence as a strategic regional partner and growing force in the 21st century global economy,” said Taniel Koushakjian, ACA Executive Director of Government Relations. “The elevation of Armenia-U.S. relations to a strategic level reflects years of progress and a deepening partnership grounded in shared democratic values, economic cooperation, and regional stability.”

A central outcome of Rubio’s visit was the initialing of a framework agreement on the Trump Route for International Peace and Prosperity, known as TRIPP. The agreement sets out a framework for strategic cooperation between Armenia and the United States on regional connectivity, trade, infrastructure development, and peace-building in the South Caucasus.

The TRIPP framework is intended to contribute to regional peace, stability, prosperity, and integration while creating a critical trade route that could open new markets for both Armenia and the United States. The agreement also emphasizes that Armenia retains full sovereignty, territorial integrity, and jurisdiction over all TRIPP project areas within Armenian territory.

Rubio praised Armenia’s role in pursuing regional peace, calling the path forward “courageous” and saying the TRIPP agreement represented the most significant step so far toward making the route a reality. He said the project would help advance peace and increase prosperity not only for Armenia but for the broader region.

The visit also produced a memorandum titled “Framework for Securing Supply in the Mining and Processing of Critical Minerals and Rare Earths.” The document is aimed at strengthening cooperation in mining, processing, supply-chain security, geological mapping, workforce development, and investment in critical minerals and rare earths.

According to the memorandum, Armenia and the United States intend to support the supply of raw and processed critical minerals important to commercial and defense industries in both countries. The framework also calls for coordinated investment, technology transfer, geological mapping, training for Armenia’s workforce, and efforts to strengthen secure and diversified supply chains.

Rubio said the critical minerals agreement would strengthen mutual prosperity and innovation ties, noting that access to and processing of critical minerals has become essential to 21st-century technologies. He said the two countries would work together to ensure reliable access to these resources in ways beneficial to both economies.

The broader strategic partnership charter was also presented as an economic opportunity. Rubio said the renewed framework would help outline the future of U.S.-Armenia relations and create a new path for partnership and economic opportunity for both Armenians and Americans. He emphasized that cooperation would be pursued in a way that respects Armenia’s sovereignty while creating mutual benefit.

Taken together, Rubio’s visit accomplished three major objectives: it formally elevated U.S.-Armenia relations to a comprehensive strategic partnership, advanced the TRIPP regional connectivity framework, and launched a new critical minerals and rare earths cooperation agenda. The visit also reinforced Washington’s role in Armenia’s regional peace and economic development strategy, with both sides presenting the agreements as a foundation for deeper political, economic, and infrastructure cooperation.
