About the “benefit” of the committees

“If you want to fail any case, create a committee”. Regardless of the fact what role played the author of that saying (V.I. Lenin)in the world history, the description was very true, and at least it is quite appropriate to the Russian, Soviet and post Soviet reality. How many committees did the parliament of Armenia create? – “On October 27”, “On March 1”, “On gas”, let’s say a committee “On Nairit” will be created. On the first two cases officially nothing new was discovered, through the parliamentary committee claimed that it was possible to reduce the price of gas, it was not reduced until a political decision “on the highest level” was made. As for the “Nairit”.

What? If the opposition deputies make high-flown populistic speeches on this issue, will “Nairit” work? Or if those who pretended that they were running it but in fact were making money on that, will they be punished? Of course, no!

But it is the like this not only in the case of parliamentary committees. Let’s suppose a person dies in hospital, and the relatives of the dead think that the doctors are guilty of that. What to do? Well, of course, to create a committee. From whom? Of course from the doctors. Tell me, please, which doctor would say that his/her colleague was wrong? They will not say. They are not journalists in order to try to establish themselves on the account of each other. Tomorrow someone will die in their hospital (life is like that) and they have to make excuses to the relatives of the dead. That’s why such cases appear in an impasse.

Or we have a committee of ethics on high-ranking officials, one of the functions of which is “to discover any violation of code of ethics or conflict of interests of the high-ranking officials”. Then? Was anything discovered? Or maybe there is no case of conflict of interests among us? For example, during the North-South highway construction, there was such a conflict of interests that milliards of dollars disappeared.

There is also a committee on the fight against corruption, which the Prime Minister wants to “enrich” with the representatives of the public sector and opposition. Let’s suppose, I agree to become a member of that committee, and two hours a week I go and sit at the sessions of the committee and listen to the speeches of the committee members. Nothing will change from that. Because I am neither a judge, nor a persecutor, not even an investigator. If I were, then the committee would have to deal with my activity. …

When Kennedy was killed, the Committee of Worlen was created. Do you think it was created to investigate the case?
