NK Prime Minister Arayik Harutyunyan made a noteworthy statement during the joint press conference with RA Prime Minister Karen Karapetyan in Artsakh. According to him;
“Since 2008 our relationships with Armenia were not limited only with financial intergovernmental loans, but also in terms of engaging investments and implementing other projects. But till 2008 there were no such opportunities that’s why energetics did not develop in Artsakh, that’s why there was no active loaning in the field of agriculture that is why from 1996 to 2008 no engineering equipment was brought to Kharabakh, and it is not the result of the oversight of the NK authorities, but the government of RA, there was not such attitude from the authorities like we have today, that is why we are able to ensure economic growth. And what year 2008 was for Armenia, you know.”
“If not for the Nagorno Karabakh Autonomous Oblast then for the neighboring territories there was an obvious policy not only not to stand up for, not to populate but also to reduce the number of population. It is not a coincidence that the authorities- the regime of Robert Kocharyan- were boasting about the results of the finding mission that they were not populating people there. This was an emphasized confession that at least in those areas no infrastructure should be developed and the growth of population should not be encouraged. It is also about the part of Lachin. And if there is prohibition on the state level to develop anything in those areas or they are just considered as something temporary where seasonal harvest can be grown as long as those areas are under our control, it speaks about the lack of complex program towards the development of NK. I am inclined to believe NK Prime Minister’s statement just by knowing the facts and making judgments over them. The significant part of NK is in those territories, and if the authorities are boasting of doing nothing there, then it is certain that the authority is doing almost nothing in Karabakh… After the April war I was told quite an interesting thing in Karabakh, I will not name but one of the representatives of the authorities said that Robert Kocharyan shortened our tongue because previously we could lay claims to Armenia how to treat with Karabakh. I understood that there is some grain of truth in that statement because many came here from Karabakh than left Armenia for Karabakh to prosper it. Even during the discussions there was a noteworthy observation , I was told in Karabakh that they do not need to fight against corruption because all the corrupted people they had, they had sent to Armenia,”said political analyst Styopa Safaryan in the conversation with Aravot.am, touching upon the discontent of the Prime Minister of NK.
To our question whether the policy towards NK was changed since 2008 after Serzh Sargsyan came to power, Styopa Safaryan said;

“I do not know what has changed since 2008, what investment programs have done and what has been added in Artskh, I do not know what this government has to be proud of as a change of attitude, but in any case that indirect criticism about Robert Kocharyan has bases and logic because we have seen some manifestations, they were not concealed. in that very period the resettlement of the territories of Artsakh started to have negative dynamics because if no programs are implemented there if they do not support the people who went there because you think that these territories should be returned, definitely you will not carry out long-term programs there. Even if I accept the criticism addressed towards the governance of Robert Kocharyan, I will not surely take it seriously that their praising words directed to this authorities have significant results. I visit Karabakh regularly and I will not say that what I see is equivalent to our capabilities and pan-Armenian potential. if up to now we were not able to restore and populate Shushi completely, here both the authorities of RA and NKR should keep silent because some caressing changes there cannot be consolation.”
