International organizations notice Azerbaijan’s constant avoidance to fulfil agreements: David Ishkhanyan

One important fact should be noted despite the fact that within 2017 no progress took place in the Karabakh conflict negotiation process: it seems that after April 2016, the sides again have found common ground to continue negotiations process. Representative of the ARF Artsakh Central Committee, Artsakh MP David Ishkhanyan noted about this in an interview with Aravot.am.

He thinks that it is wrong to speak of the negotiation process with certain qualifications and to give assessments, but in general, taking into account the readiness expressed by the sides to continue the negotiation process, in this regard we can have a certain positive outlook.

According to David Ishkhanyan, international organizations are aware of Azerbaijan’s constant avoidance and failure to fulfil agreements, in particular with regard to the introduction of investigative mechanisms, which has definitely had its political influence on Azerbaijan.

“This has been observed in various international platforms, in regard to Azerbaijan’s foreign policy losses and a certain retreat, on the other hand in regard to the achievements of the Armenian Foreign Ministry. We have witnessed expectations of the OSCE Minsk Group co-chairing countries at European platforms, even though through presentation of political views, connected to the fulfilment of the agreements.

Also, pertinent to note that though the investigative mechanisms introduction process as fulfilment of a bilateral agreement as such has not taken place, we have at least been unilaterally able to make some positive progress in that regard and to prevent Azerbaijan’s attempts of diversions and their prospects connected to such”, the MP noted.

However, in his opinion, this is not enough and that we should strive to complete the full implementation of bilateral agreements, and reporting the ceasefire as actual reality.

“We should also stress the fact that no matter how much the international organizations have tried to use double standards over the past two decades, even sometimes distorting the reality, to keep equality between the Armenian and the Azerbaijani sides, but today unilateral introduction of investigative mechanisms has already brought Azerbaijan to account”.
