The time will show how Smbat Gogyan manages the Supreme Certifying Commission of Armenia. I do not consider his photographs on “Facebook” dishonoring at all. It was a correct decision not to delete them. As regards his age, then 35 years old man is not a teenage, especially when Gogyan is a mathematician by profession and in that field the talent is manifested at a very early age. (Sergey Mergelyan was granted a degree of Doctor of Sciences at 20.)
The issue is not the person of the new head of the SCC but the legal and ethical norms of dismissing the officials. As far as I know, Lilit Arzumanyan, who was leading that institution, had not committed any crime. (By the way, as it is accepted to say now – she was not “the slave of ss (Serzh Sargsyan. – ed.)”, by being a state official she simultaneously wrote quite sharply criticizing articles.) Consequently, when dismissing her, they should have called her not to the PM, but the Minister and explain that SCC is henceforth responsible for fulfilling new tasks which the former head would not be able to do, and then thank her for the work she did (she was trying to fight against poor quality dissertations) and ask Ms Arzumanyan to participate in introducing the new head of the institution.
Appointing a new head without informing the former of it (let me repeat, if there is no issue of preventing any crime), means not only to violate the norms of ethics, but to offend person’s dignity without any serious reason. And the revolution, as far as I understand, was carried out for the sake of the human’s dignity and not for revenging the former officials or people not sharing the opinion of the participants of the revolution.
I continue insisting that any given offence – regardless of who is its author – an official or a person having no position, and regardless of where it is outspoken – on the street, in the official’s office or on “Facebook”, it is a “toxic emission” to the atmosphere, it hinders the atmosphere to have the features of “love and solidarity”.
Well, and what the SCC should be like and if that institution is overall needed is another topic of discussion.
