Together with the President of the European Council Charles Michel and the President of the European Commission Ursula von der Leyen, High Representative/Vice-President Josep Borrell is taking part in the Berlin Conference on Libya on Sunday, 19 January.
International leaders are gathering this weekend to support the resumption of a political dialogue, paving the way towards a reconciliation process between the Libyan factions. The Conference, called by Germany to support the UN efforts to end the conflict, is an opportunity to bring this process forward. The EU stands ready to mobilise the required tools and resources to guarantee the full implementation of the outcome of the Conference.
As recalled by the HRVP over the last weeks, Libya is a priority for the EU and it is determined to play a strong and active role towards achieving and maintaining a lasting ceasefire.
“Let us hope that in Berlin [at the conference] there is a possibility of reaching an agreement between the parties. Then, we will have to deal with the implementation of this agreement, which will require two things: first, to monitor this ceasefire; second: to control the arms embargo”, said HRVP Borrell at the European Parliament plenary debate on Libya this week

On 10 January, the Foreign Affairs Council discussed developments in Libya, and was debriefed by the UN Special Representative and Head of the United Nations Support Mission in Libya (UNSMIL), Ghassan Salamé. The EU High Representative was mandated by the Foreign Ministers to carry out diplomatic efforts with all parties, to contribute to de-escalation in the region, support political dialogue and promote a political solution for the region.
“I have received the mandate to work in order to make our diplomatic outreach more effective, to reach a political solution in the framework of the Berlin Process”, said the HRVP following the extraordinary Foreign Affairs Council.
The EU continues to be the strongest supporter of the work of the United Nations in Libya, as well as the Berlin process as the only avenue towards a peaceful, stable and secure Libya.
HRVP Borrell will present concrete proposals to the EU Member states for the Europeans to be more engaged on supporting the process.
