“So far there is no great progress”: Ruben Rubinyan on relations with Turkey

How do you assess the previous meetings? What are the results in the process of normalization of relations between Armenia and Turkey? “Since the beginning of the process, Armenia has been very constructive, Armenia has the political will, it has shown the will to reach a quick settlement. The success of the process depends on the appropriate constructiveness and political will of Turkey. As you can see, there is not much progress so far, it is visible,” said RA NA Deputy Speaker Ruben Rubinyan, Special Representative of the Armenia-Turkey rapprochement process.

In response to the question that after the previous meeting with the Turkish Special Representative for the Armenia-Turkey rapprochement process Kilic, contradictory statements were spread by both sides, the Turkish side stated that the border issues were resolved, our Foreign Ministry responded to that statement, so what was actually discussed, Ruben Rubinyan responded as follows: “It was not after the previous meeting, but before. I can simply reaffirm, recall the statement of the RA Ministry of Foreign Affairs that the issue of border demarcation is not being discussed, there is no such issue in the discussions.”

Answering the question about the proposal of the Turkish side to hold the meeting in Yerevan, Ruben Rubinyan mentioned the following, “It is the strongest political will, and the meeting place becomes a purely technical issue. The proposal made by Turkey to hold the meeting in Yerevan implies that our Turkish partners see the process or want to see it as a truly bilateral process. But in this context, the statements made by various Turkish officials that they are coordinating the process with Azerbaijan are a bit strange. I repeat, the most important thing is the political will. There is that political will, the rest are very easy issues to resolve.”

Is it possible that one day Turkey will say that it does not want Armenian-Turkish relations, is there a step back in this process? In response to this question, Rubinyan said, “I would not say that I feel retreat, but it is also impossible to talk about great progress. I would not say that everything started with excitement, but I would not say that there is a lot of disappointment now. It is a process that has not yet yielded tangible results, but it does not mean that it cannot give them, nor does it mean that it will definitely give them.”
