The
commission of Venice expresses "deep dissatisfaction".The commission
of Venice is dissatisfied that the Armenian Parliament has adopted a project by
first reading where the majority of their proposals haven’t taken into consideration
in particular proposals on the balance between the authorities of the President
and Parliament, the independence of judicial system and the election of the mayor
of Yerevan. The members of the commission will visit Armenia on 2 of June to discuss
these issues with the authorities.The chairman of the commission on the issues
of integration to the European institutions Tigran Torosian considered that appraisal
expectable: ""I got their answer on 26 of May. As regards the certain
definitions their standpoint is entirely true. By the way they have also recorded
that there is a serious progress in connection with the human rights. And those
unsolved three issues on which the commission of Venice expresses its dissatisfaction
weren’t secret, we have spoken about it with the co-reporters of the monitoring
commission. And just the circumstance that there is an arrangement of meeting
and discussing at the beginning of June show the readiness of both sides to find
joint solutions for the current problems. I hope that the discussions will allow
solving all current issues in these main spheres."To our question doesn’t
he think that such a negative opinion can stimulate a new attempt of initiating
a discussion on the process of Constitutional amendments of Armenia in the PACE
summer session Mr. Torosian answered: "No, I don’t think that the amendments
need in discussions today. Especially if the issue entered into agenda in Strasbourg
in April a substantially discussion wouldn’t be taken, it isn’t possible. It is
possible only with the members of the commission of Venice. It is another question
that when those works are over and a final opinion is formed by the Commission
of Venice it will become a serious ground for the European institutions to express
their opinion on this occasion."While the delegate from "Justice"
bloc in PACE Shavarsh Kocharian who was the initiator of discussing the process
of constitutional reforms in the CoE in April mentioned: "Now it is obvious
that it was worth to be discussed at that time. As after that discussion and clear
orientation it seems to me no challenge would be thrown by the first reading to
the CoE what the Armenian authorities did. Having the project of the ULP group
which satisfied the standpoints of the European experts adopted another project.
On another hand that discussion in June is already unavoidable. And even the co-reporters
on the issues of Armenia won’t oppose who said at that time to give them a date.
I know that such a general atmosphere already exists that doesn’t depend on Yaskernia,
Kolombie or other certain persons. And more, it is unexpected that the actual
issue didn’t enter into agenda and it happened by the objection of the reporters.
And in this situation they won’t appear so obviously for the second time."
To our question if he thinks that there will be necessary to gather signatures
again for discussing the process of these amendments Mr. Kocharian answered. "It
