Hmayak Hovhannisyan, the president of the Union of Political Scientists, is grateful to the US Department of State for the Country Reports on Human Rights Practices for 2012, in which, according to him, the judicial system is objectively described. “I promised that the whole anatomy of our judicial system and the judicial system’s dependence on the instructions given by the executive branch and all the vices of the judicial system will be revealed through my 3 trials. I was surprised at the fact that the report described those vices so accurately. I was surprised, because it was related to the made-up charges against me, prosecution; I just found in it all the revelations I had made in the past year,” Hovhannisyan who thought the rapporteurs seemed to have had one eye on the made-up charges against him said during a conversation with www.aravot.am. “I was astounded at how objective the US Department of State had been; the Union of Political Scientists is going to issue a statement to give special thanks,” he said. The president of the Union of Political Scientists is convinced that “our judicial system hasn’t taken into account the strong criticism made by Serzh Sargsyan at the meeting with representatives of our judicial system at the end of last year when he obviously criticized the system and employees, thinking that Serzh Sargsyan did that to make impression on the public, or perhaps they had had a secret agreement that he would say it, but they would not take it into account…. However, with regard to the US Department of State, there is no such deal or agreement with it that they will say and we will listen, but not give a hoot.” Hovhannisyan added that the Department of State had noted that the acquittals in our judicial system accounted for only 1.5%, which, according to him, is a judicial system that has remained since Stalin times or Beria times, and even if its form has changed, its substance has remained the same.
