On October 22, at the section of Paravakar of Berd-Ijevan automobile highway, Tavush region, Armenia, the Azerbaijani armed forces had opened fire on the cars running by the road. As a result of the gunfire, the soldier Garik Poghosyan was killed, and three more soldiers were wounded. For security reasons, Vazashen-Paravakar section of Berd-Ijevan highway is still closed. Ijevan-Berd automobile highway traffic is carried out through, to speak mildly, poor road of Ijevan-Gandzakar-Itsakar-Navur-Berd bypass.
According to our sources, on November 22, the local authorities of border villages of Tavush region had turned to the ICRC with a request to support safe movement of RA citizens along the abovementioned section and to apply to Azerbaijan to ensure security guarantees. However, so far the head of rural communities have not received any response from ICRC. ICRC Yerevan Office is silent in this regard. Perhaps, the reason for the silence is that Azerbaijan has again rejected to provide security guarantees, likewise it is rejected the proposal of the Armenian side to remove its snipers from the contact line. At the same time, the village mayors assure that through the same ICRC the Armenian side has provided security guarantees to Azerbaijan for providing civil works near the village Alibeili. A question arises. Why does the Armenian side meet the ICRC’s mediation and provide guarantees to the Azerbaijani side, if safe civic automobiles traffic is not secured between the border villages, if the safety of the civilian population is not ensured, if the risk of gunfire at Berd-Ijevan road is existing.
