Aravot.am informed that on March 4, Robert Kocharyan’s Spokesperson, 35-year-old head of his office, Viktor Soghomonyan’s doctorial thesis “Government information support key issues: concepts and processes” by the specialty “Political Institutions and Processes” was held at Drastamat Kanayan Institute for National Strategic Studies of the Ministry of Defense of the Republic of Armenia. Note that Robert Kocharyan’s Spekesperson’s thesis is in Russian, while the state language of the Republic of Armenia is Armenian. We learned from the Higher Qualification Commission website about the requirements for the thesis and the abstracts. It appears that according to the requirements for the abstract, at the end of the abstract, there must be summaries in English and Russian, two pages in each language (Armenian and English, if the abstract is in Russian; Armenian and Russian, if the abstract is in other language). In this case, Viktor Soghomonyan’s thesis and abstract were in Russian, and at the end of the summary, there was also a summary in Armenian. In fact, it was written in the abstract, “The thesis is dedicated to disclosure of the government institution publicity phenomenon, its implementation mechanisms, composition of tools, areas, and concepts, its accurate wording, description, and analysis. Topicality of the thesis is determined by transformation of the government institution going on in the modern world, by significant changes in the forms of government public activities and by diversity of contextual types, and turnover changes of the media environment. The issue of proper and effective information support for government institutions activities is one of the most important tasks in building a truly democratic state.” Viktor Soghomonyan also wrote, “In the information revolution era, without having a clear understanding about the very nature of government public activities, its psychological, linguistic and political grounds and specificities of its use, it becomes impossible to more efficiently organize the government publicity and to have a distinct understanding about given authorities from the forms and content of publicity.” Recall also that Kocharyan’s Spokesperson defended his doctoral thesis at the 056 Council of Political Sciences and International Relations (H. Kotandjyan, P. Chobanyan).
