Two days ago, the draft of the Concept Paper on Constitutional Amendments was published. The document is posted on the Ministry of Justice website. Naturally, as of today, 99 percent of those talking about this topic have not read this 45-page text. It is slightly strange that those commenting on the document have not even read the title of the document, and believe that the topic is about the text of the Constitution, which suggests to switch over to a parliamentary government system, and which should be discussed right now from that prospect by accepting or rejecting.
Falling into this delusion, a part of the opposition comes to the conclusion that with the publication of the draft of the Concept Paper, the government wants to deviate them from the original purpose of struggle, which, as it is known, has been one over at least 22 years of history of Armenia’s independence – the president’s resignation and extraordinary elections.
Since this way of thinkers, anyway, would not read the text, or even the title, let me remind that no one obligates them to commence political discussions on the draft of this Concept Paper, so, they have no reason or motive to deviate from their core business.
As for the “parliamentary system”, I would like to inform that the structure of the draft of the Concept Paper is as follows: listing “available problems” on every principle issue and “conceptual approaches to solution.” And now, in the section 2.4 on “Division of power and checks and balances”, not as a basic solution, but as a “possible alternative”, it talks the parliamentary system in question. Knowing this much is quite enough for the politicians being in “struggle”.
One day (now it refers to July 1, but it can be any day of any year), the original Concept Paper of the Constitutional Amendments will be published. Naturally, on this day, like on all the preceding and following days, curses, threats, and demands of resignation addressed to the government will appear in Facebook and websites, no matter how their names will sound. The next day of the publication, the following comments will emerge: the regime was intimidated by these threats, and it is not by accident that they decided to publish the Concept Paper on the Constitutional Amendments right now.
