The replacements of the ministers are not significant for the political analyst Armen Badalyan. According to him, there is still a process of PR of a prime minister and the new government is going on, “There is a practical and PR approach to the issue. Now, it is still a PR speaking, one month later we will see the practice if there will be reforms.” Recall that by the decrees of Serzh Sargsyan, new ministers were appointed.
According to the political analyst, if the government decides to implement radical economic reforms, it will do it thru any minister: bad or good, “The problem is not that this minister is dismissed and the other one is appointed, the question is whether they will make economic reforms after the completion of the new government formation or not. Now, we cannot talk about it, the estimates can be given two months later,” – such an opinion was expressed by political analyst Armen Badalyan. According to him, the staff is greatly important but not the staff but Serzh Sargsyan’s willingness is important for making major reform, “If not for the President’s willingness, no matter who is appointed, nothing will change. The ministers are just the performers of the government course.”
The political analyst believes that the newly appointed Prime Minister is not constrained in terms of implementing reforms. To our question of whether he has the freedom to implement his plans, the political analyst said, “It depends on the prime minister’s willingness, if it wants to operate freely, he will do it, but if he restricts himself, then he will not achieve results and success.
In other words, whether there will be reforms or not, it also depends on the prime minister’s willingness and opportunity, and he has got the opportunities. Almost all prime ministers who have come to power have said the same thing that there should be no monopoly, good conditions for the businesses, new rules of the game, but some time later, it turns out that nothing is changed. One or two months later, we will see whether the Prime Minister laid the grounds for the reforms or not.”
