An extraordinary event took place during the session of the Committee on Economic Affairs when the bill proposed by the government received a negative conclusion even in the second reading. The president of the Committee, Khosrov Harutyunyan was absent, the session was led by Hovik Abrahamyan’s son – MP from “Tsarukyan” alliance, Argam Abrahamyan. And the Committee discussed the bill on making amendments in “Tax and Customs Service Laws” proposed by the government, whereby the tax reserve fund savings were proposed to be transferred to the government’s fund.
“Yelq” bloc MP Aram Sargsyan explained that this bill is difficult to be voted against, it is a certain step in the conditions of the current game rules, therefore he will be for. And the MPs of “Tsarukyan” alliance, Sergey Bagratyan, Mikayel Melkumyan explained that they are against extrabudgetary at all: “Why should the logic of black pay offices continue unceasingly? Bring up an evidence which justifies the extrabudgetary.”
State Revenue Committee president, Vakhtang Mirumyan replied that the issue of having or not having an extrabudgetary is not discussed, the issue of managing the existing savings is discussed. As regards extrabudgetary, it is common in the world to have allocations from their own savings to encourage tax officers. Howbeit, Melkumyan responded that inasmuch as they were against in the first reading, they will vote against now as well.
5 MPs voted for the bill and 5 against. The bill did not pass.
