“It is clear that Ishkhan Zakaryan is not one of the saints of the Armenian world. It is not accidental that he appeared in this post. He had delivered great services to the government and still provides”, – so expressed his opinion the “Heritage” party deputy chair Armen Martirosyan in a conversation with Aravot.am. According to his words, “Ishkhan Zakaryan is the head of apolitical, apartisan body, but he is leading the elections in Nor Nork district, in some sense and to some extent, on behalf of the authorities. For whom is this a secret? Being always among the authorities, he was exclusively executing the commands of the authorities, because he had always executing this function in Nor Nork district. So, I do not think that Serzh Sargsyan and his relationships can be formal in the framework of state management development.” By Armen Martirosyan, if everything in our country be by the law, it would completely different situation, the prosecutor’s office would know its function of what needs to be done in this case, and not wait for commands. “Serzh Sargsyan during his meetings with the Attorney General would not say, you should have done your work, and not call Ishkhan Zakaryan. If we were living in the legal state, the President of Control Chamber would not have any problem in presenting its findings, and would not sit with his head lowered and accepted the President’s rebuke. If we really were a lawful state, the bodies would be independent of each other and not everyone would be depending on the president.”
To our question whether CC President really had no right to express his opinion and should say only numbers just like Stepan Mnatsakanyan, Armen Martirosyan answered,- “Of course he had but in the lawful country. But I pointed out that they are communicating not on a legal level, but personal. In general, you can see in what situation the whole government system of our country is. That’s why corruption index in the international organizations is not diminished in any way, if not increased. Even recently the U.S. Ambassador noted about that saying that the Millennium Challenge will not come to Armenia until there are problems of corruption. All these once again prove that if Serzh Sargsyan’s remarks are not at least a show and are not inner-authoritative clarifications, if this really assumes contextual steps, then this should be followed by minimum new parliamentary elections and in maximum adopted of the new Constitution, where a completely new management system will be. ”
