Karen Bekaryan:  The negotiating process in frozen phase, at stalemate

If the meetings in Vienna and St. Petersburg were inspiring hope, however, Azerbaijan rejected the agreements.  On December 16, during the press conference, summarizing the year, said NA MP Karen Bekaryan.

“As for the expansion of Kasprzyk’s mission, there is no progress again.  In this respect, the Russian Foreign Ministry brought some certainty after the meeting of the OSCE Ministerial Committee in Hamburg, directly saying that there is an agreement on the number of expansion, incidentally, with a funny number ­- 7 persons.

Why am I using the word funny because if we imagine the NKR-Azerbaijan and Armenia-Azerbaijan border with all its length, to have hope or confidence here that Kasprzyk’s office with 7 people can bring significant change, of course, it is funny?  Lavrov also said that there is no agreement regarding the deployment.  This is funnier. This means that Kasprzyk’s office expands the monitoring element on the borders for some improving purposes, but it turns out that the deployment is not yet determined.

In other words, this once again indicates a handwriting to come out of the agreements,” he said. Karen Bekaryan opines that the negotiation process is in frozen phase, at a stalemate, “This means that the Armenian side is demanding a process of fulfilling the agreements while the Azerbaijani side has no desire for it nor the will.”
