Report on strengthening PACE’s decision-making process concerning credentials and voting on June session draft agenda

Drawing up the draft agenda of the PACE June session (Strasbourg, 24-28 June), the Bureau, meeting in Paris today, decided to include a report by Petra De Sutter (Belgium, SOC) on “Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting”.

The Bureau invited the Rules Committee, which is due to adopt this report at its meeting in Paris on 3 June, to take into account the decision of the organisation’s Committee of Ministers made in Helsinki on 17 May.

At its June session, which marks the 70th anniversary of the Council of Europe, PACE will elect a new Secretary General of the organisation. On 26 June, the President of Portugal will address the Assembly and on 25 June, the Communication from the Committee of Ministers will be presented by the French Minister of State for European Affairs. Earlier, on 24 June, it will hear a statement by outgoing Secretary General Thorbjørn Jagland.

Items on the agenda include a debate on Daphne Caruana Galizia’s assassination and the rule of law in Malta, a joint debate on violence against women and a Council of Europe agenda for gender equality, violence against children, and a human-rights based approach in the field of mental health. The Assembly will also discuss the situation in Syria, the murder of Boris Nemtsov, and pushback action by member States, as well as the budget of the Council of Europe and PACE.
