The NA Standing Committee on Protection of Human Rights and Public Affairs convened an urgent discussion on Thursday. A discussion was convened in the parliament on the issue of setting up an Azerbaijani customs checkpoint on the Goris-Kapan road. The chair of the commission, Taguhi Tovmasyan, informed that an invitation was also sent to the head of the government, Nikol Pashinyan, to take part in the discussion. No government representative was present at the beginning of the discussion, nor were representatives of the ruling Civil Contract faction.

Taguhi Tovmasyan read five demands, which were addressed to the government, in particular, to Nikol Pashinyan.

  1. On what basis did you state that the Azerbaijani checkpoint is not in the territory of the Republic of Armenia? Has demarcation and delimitation already taken place? Based on that, you could only make such a statement.
  2. On what legal basis is it announced that the customs point is outside the territory of the Republic of Armenia, on the basis of which map?
  3. When changes in the state border are made, they are made by amending the law on the RA state border. We have not made any changes in the law. Therefore, this is a legally problematic situation.
  4. How will the free movement of people and goods under Azerbaijani customs control be carried out?
  5. What problems can arise for the traffic of our citizens on the Goris-Kapan highway? How will we protect the life, free movement and other fundamental rights of our citizens?

Taguhi Tovmasyan also condemned the arrest of citizens who gathered spontaneously in front of the government building on Thursday, noting that the police were using illegal force, which is a step back from democracy.
