“Azerbaijan has not fulfilled any point of the statement of November 9- to stand in its current positions, to return prisoners and other detained persons- and the RA authorities have steadily fulfilled all the points, and even more. The implementation or non-implementation of point 6 is our only trump card. If all issues are agreed with the authorities of Azerbaijan, as Nikol Pashinyan claims, then what prevents you from suspending the implementation of point 6, until the authorities of Azerbaijan fulfill their obligations set by the tripartite declaration,” Justice opposition faction MP Davit Galstyan asked the President of Artsakh Arayik Harutyunyan in the Artsakh parliament, noting that November 9 is not a verdict for us and if one side can violate all points, why can’t the other side suspend one point? Is the negotiator the problem?
“We are not saying that we have fulfilled that point. I mentioned that the construction works are still in progress, when the construction works are finished, after that, we can express our opinion,” replied Araik Harutyunyan, noting that if the highway needs to be changed, then the highway under construction goes with the version that the Artsakh Security Council approved. He also added that the time will come and it will not be discussed in this hall- which way will be safer for us, and what should happen to our compatriots.

Davit Galstyan objected, saying that if a common treacherous network is operating in the country, it is also the result of the government’s defective work, not the people’s guilt, because the public was not correctly presented what can be published and what cannot.
