“The authorities knew well Armenians of Artsakh would not take Azerbaijani passports, and they should have been ready for this flow.” Sofia Hovsepyan

Sofia Hovsepyan, a former member of the National Assembly, spoke to “Aravot” about the problems of the people of Artsakh who were forcibly displaced from Artsakh and moved to Armenia. These days, there are many alarms and facts that the Armenian government cannot correctly solve the housing problems of forcibly displaced Artsakh Armenians.

“As far as I understand, the government has obliged each region and community to provide information on how many people each region can accommodate. But that process was not controlled in any way, and they were not forced to allocate apartments or shelters that would be suitable for living. Only guest houses and hotels are in a more or less prosperous condition, and the accommodations provided by the communities are rarely suitable for living. In other words, the house, for example, was abandoned 30 years ago, is half-ruined, and has no doors and windows, and today that house is called a shelter for Artsakh Armenians.

They say they have so many houses in such a region, but when people go there, they see that it is not a house; in the true sense of the word, it is rubble. There are also cases when a person has two houses; one is offered to the Artsakh Armenians; they are in good condition,” said Sofia Hovsepyan.

Referring to the excuses that there is a massive flow of Artsakh Armenians in a short period, and the government does not manage to solve the housing issues quickly, Sofia Hovsepyan said: “They knew very well that the Armenians of Artsakh would leave and not take Azerbaijani passports, they should have been ready for this flow. It was no secret for them that 120 thousand Armenians remained hostages in Artsakh for ten months.

They should have taken this situation into account and used their resources effectively. They do not use the available resources; they do everything to ensure that the Artsakh citizen stays in Artsakh, but the Artsakh citizen cannot remain in a place where he does not have basic security.

No one would leave his house if Artsakh citizens were left armed. At the same time, they are probably pursuing a policy so that the Artsakh citizens will leave the country. If such conditions are offered to families with many children who have been persecuted for months, it is firstly a dishonor, and secondly, it is unsafe. Thirdly, these people are not given any psychological and social support, and naturally, these people become potential emigrant.
