The President of the Republic of Artsakh, Samvel Shahramanyan, announced that Artsakh has not been dissolved and that the document has no constitutional force. Andranik Kocharyan, Chairman of the National Assembly’s Defense and Security Affairs Committee, said in this regard.
“Let him decide whether he signed or not. If he didn’t sign, then why is he in Armenia? He should have held office in Artsakh. He says that the document has no force; in that case, the question arises: why did the Armenians of Artsakh leave their settlements?
As for why Andranik Kocharyan blames the authorities of Artsakh for ten days, creating the impression that the people who recognized Artsakh as part of Azerbaijan have nothing to do with it, he answered: “Everyone must answer for what he did or didn’t do. I will answer for what I did, but for what was done before the depopulation of Artsakh, those people should answer for it, from whom the Armenians of Artsakh also demand.”
Andranik Kocharyan answered: “For the 2021 elections, the Civil Contract wrote in its pre-election program that Armenia is the guarantor of Artsakh’s security. Have you done everything in that regard?” “Everything possible has been done․ Another matter is what was achieved as a result and why the goals recorded in the programs were not achieved… For this, commissions are created to study. Now, before the work of this commission is finished, whether we like it or not, we have to create another commission to find out what was finally signed, by whom it was dictated, who received the “dictation,” what was written there and the result is that Artsakh is depopulated at the moment. But is that a loss of perspective? The lack of perspective is that the person, who took the responsibility with 22 votes, swore an oath before the current Constitution of the Republic of Artsakh, did not fulfill those duties, even after moving to Armenia; he says there is no such document. If not, I ask a natural question: why is he not in Artsakh? He is in Armenia. How did it happen that the former presidents are now in Baku? Mr. Shahramanyan, luckily, I don’t know which way; I think he crossed the same bridge, but with whom did he move here, accompanied by Artsakh security workers?”
