From the Life of Bandits

Recently when the regular act of clan vendetta took place between the families of Martun Grigoryan and Vardan Ghukasyan, the chief of Police visited Gyumri, urged the representatives of the two families to end up the war and to hand over the illegal weapons. If we judge from the reporting, a number of weapons, however, was handed over. I think it is high time to hold a series of alike regional events in Syunik Marz where the governor, long time ago, has become a character like Ramzan Kadyrov, who in some issues is loyal to the “center”, especially bringing a “communist” 95% to the government during the elections, but, instead, he has the opportunity to establish his own manners in his marz and give no answer before the law.

We have started to perceive some bizarre phenomena as “normal”. In particular, let me clarify a question: Is the Governor of Syunik Marz a state official or a gang leader? If he is a state official, it becomes interesting whether he is included in the list of people to whom the law allows to have an armed bodyguard. No? In that case, tell me, please, what it means, “the member of Governor’s bodyguard team Nikolai Abrahamyan was injured,” “the head of the Governor’s bodyguard team Zarzand Nikoghosyan was arrested” (who, by the way, is one of the main tools spreading dread and horror in Syunik Marz). Is standing at the edifice of their “boss” and shooting people, which, in their opinion, constitute a threat to the Governor, included in their official duties?

Another thing that many people have not noticed is that the Governor is an appointed state official; he is not an elected member of parliament to have the right, at any time, resign from his seat. He cannot, whenever it comes to his mind, to announce that he, temporarily, does not want to meet his obligations. He either should write a letter of resignation or be dismissed by his supervisor without it. The state duties to the Governor is not a gift intrinsically, it is a service that he performs with taxpayers’ money.

Litska, again, will “slip out” as it has been repeatedly happened to him and his relatives during the last 10-15 years. They “slipped out” Republican Ashot Papayan (“Turbo”) who attacked the journalist. Nineteen years old Tigran Khachatryan, the son of Syunik’s Governor who is now under arrest, will also evade responsibility. Despite the young age, he has already managed to pass all necessary levels of bandit school. To the point, a few years ago, Tigran was protected by the Prime Minister from “Aravot” newspaper.
