Even if the constitutional changes are discussed in Armenia, they are conducted mainly by political forces. The latter, based on their interests, to come to an agreement or disagreement, but in all cases they pursue political (i.e., to come to power or to maintain the power) goals. The remaining citizens, people who do not have similar goals, in theory, can participate in the so-called “public” discussions, but they are arranged in the framework of a grant project, therefore, they are formal, and in addition to coffee break pastries, they do not anything positive.
Meanwhile, each of us (non-political elements) has its own vision of the Constitution. I will try to present mine in a short way:
1. I do not know what the ‘fathers’ of nowadays Constitution meant when they divided Armenia into marzes and created marzpetarans, but, in my opinion, it is completely unnecessary management unit, which is designed to coordinate the massive election frauds. The regions designed by the communists were much more logical. Naturally, both the leaders of the regions and the communities as well as Yerevan should be elected by the public, and have anti-balance, on behalf of the council (also elected).
2. On the other hand, the strategic facilities, to which I include schools and cultural centers, should be taken from the communities and handed over to the ministries. Otherwise, the current snipping absolutely neglected these institutions.

3. The president shall be elected for the term of 5 years with no right to be reelected. In yesterday’s, today’s and tomorrow’s Armenia, no president has a chance to be re-elected without fraud. Constituents receiving a salary of less than $ 100 voters, who are the main mass of the population who can not sympathize the government and its first face. Let him affect on the nerves of people for 5 years and go.
4. The president appoints the prime minister and the ministers, but the prime minister, and the ministers must be approved by the Parliament. The Parliament should also be able to dismiss them by the vote 2/3rd of voters.
5. I would leave the prohibition of dual citizenship. If a Diaspora is mad about Armenia, let him renounce the citizenship of his country, come to Armenia, and become a citizen of Armenia. It is possible to treat Vardan Oskanyan and Raffi Hovannisian in different ways, but you can not dispute their right to engage in politics in Armenia. And those who deliver ablaze speeches about Armenia from far away, on coming here once a year as a “tourist”, have nothing to speak.
